FIFA refuse Barcelona's request to register Arda Turan despite ban


Barcelona's attempt to register Arda Turanimmediately despite their transfer ban has been rejected by FIFA, according to numerous reports.

 
The treble winners had asked the RFEF and FIFA to allow them to register former Atletico Madrid star Turan as injury cover, despite the fact that they signed him in the summer knowing they would be unable to have him play until the next window opens in January.

The Catalans are understood to have made the request in light of Rafinha’s long-term injury, despite being barred from registering new signings until January 2016 as per the terms of their transfer embargo.
Barca are said to have argued that their ban was for two transfer windows and having served it in January 2015 and the summer of the same year, it should be lifted.
FIFA remain insistent that Barca can register players only from January 4.
However, It’s expected there will be at least 10 days before FIFA rule publicly on the request which falls under Article 124, which allows for players to be registered to replace long-term injuries.
Barca are considering going to the Court of Arbitration for Sport if they have to.
That could however see the case drag out until the end of the year, by which point Barca would soon be able to register both Turan and Aleix Vidal.

This was always going to be a long shot. If FIFA did sanction such a move then accusations of favouritism would surely have soon followed. Furthermore, many would question whether Barca had planned all along to attempt to get players that they had signed over the summer registered before the end of their ban.
Barcelona have been very unfortunate to lose Rafinha but it would set a very dangerous precedent were they allowed to register a player outside a transfer window - other clubs would also be tempted to request exemptions in similar situations. Also, Barcelona risked this situation when they sanctioned the sale of Pedro.
